International ICOMOS Committee of Conservation and Restoration of Antiquities and Works of Art



Article 1 – Founding
An International Scientific Committee of ICOMOS is founded under the name “Committee of Conservation and Restoration of Antiquities and Works of Art” which are Integral Parts of Immoveable Monuments, in accordance with articles 3 and 14 of the ICOMOS Statutes (adopted by the 5th General Assembly) and the “Eger Principles” for International Scientific Committees (adopted by the 10th General Assembly).

Article 2 – Seat
Athens is designated as seat of the Committee. Change of seat can only be made following a decision of the General Assembly of the ICOMOS.

Article 3 – Aims
Aims of the Committee are:
To bring together specialists in conservation and restoration, to facilitate scientific and professional dialogue, and to exchange experience and know-how on issues of conservation and restoration.
a) To promote, safeguard and elevate the profession of conservator and restorers.
b) To promote collaboration and exchange of views and know-how between conservators and restorers on issues of principles, policy, methods, materials.
c) To collaborate at national and international level for the creation of centres and networks of briefing and information for specialist professional conservators and restorers.
d) To promote interdisciplinary collaboration at national and international level between specialists who are involved more generally in the protection, conservation, preservation and enhancement of the integral decorative and functional elements of monuments and ensembles.
e) To collect and disseminate information on issues of principles and policy relating to conservation and restoration.
f) To participate in, to process and to implement training programmes for conservation and restoration specialists at an international level.
g) To promote the adoption and application of international conventions on the conservation and restoration, protection and enhancement of antiquities and works of art.
h) To place in the service of the international community a highly specialized network of professional conservators, which it will form in the framework of its activities.



Article 4 – Activities
The activities of the Committee are included initially in three-year programmes and include:
a) Conferences and scientific meetings.
b) International charters and guidelines on Conservation and Restoration.
c) Working parties and special committees.
d) Educational visits – briefing seminars.
e) Publications.
f) Internet web page.


Article 5 – Members
The Committee can comprise the following members:
a) Regular members of ICOMOS (conservators and restorers, art historians, archaeologists) whose professional activity and proven experience in Conservation and Restoration of antiquities, works of art and integral decorative and functional elements made of any material.
b) Collaborating members, who support the work and activities of the Committee. Eligible are architects-engineers, artists, economists, lawyers, chemists, biologists, sculptors, painters, following a proposal of the Administrative Council.
c) Honorary members, persons who have offered notable services to realizing the aims of the Committee, can be named by decision of the Administrative Council.
d) Voting members, proposed by the National Committees or by the Administrative Council of the Committee, on the basis of article 14 of the ICOMOS Statutes (adopted by the 5th General Assembly).
e) From each member-country of ICOMOS, three persons are eligible to vote.
Only regular members have the right to elect and to be elected.

Article 6 – Administration – Elections
a) The Committee is administered by an Administrative Council, composed of the following: one chairperson, three vice-chairpersons, one special general secretary, one organizational general secretary, one press and public relations secretary, one treasurer, seven members.
b) The Administrative Council meets regularly once a year.
c) The Administrative Council is responsible for preparing the meetings of the Committee as well as for delivering the account of proceedings at the end of each three-year term.
d) The Committee convenes regularly once a year and the invitation to the AGM is sent by the Administrative Council at least two months in advance.
e) Decisions of the Committee are taken by majority vote of those members present who are entitled to vote. Each member entitled to vote can vote on behalf of up to two absent members entitled to vote and only with their written authorization.
f) Elections are held every three years and members can vote either by post, at least two months in advance of election day, or in person at the General Assembly while elections are in progress, or by proxy by authorization of a regular member.
g) No member of the Administrative Council can be a candidate for more than three three-year terms.
h) If a member is absent from three consecutive meetings of the Committee, without reason, then the Administrative Council of the Committee can request from the National Committee-Chapter his/her replacement.
i) The Administrative Council submits an annual report to the Executive Committee of ICOMOS by 31 March of each year. This report includes the list of its members, the dates of Committee meetings as well as of all other activities that are part of the three-year programme.
j) At the AGM of ICOMOS the Committee proposes and develops the three-year programme of activities and the budget which it has submitted to the Executive Committee of ICOMOS three months prior to the AGM.
k) Languages of the Committee are designated as English, French, Spanish, Russian and Greek. The language of the nationality of the President of the Committee is each time also the language of the Committee.

Article 7 – Funding
a) Funding of the Committee can come from International or National organizations, public and private bodies, foundations, etc. Funding can be in the form of grants or donations to achieve the aims and activities of the Committee.
b) The expenses of members of the Committee for their participation in activities of the Committee as well as for their presence at meetings can be covered by all manner of grants from public and private bodies or individuals, or by their national sections or by themselves.


Article 8 – Seal
The Committee seal is the meander in olive green colour, on the right side of which runs in two lines the name of the Committee: International ICOMOS Committee of Conservation and Restoration of Antiquities and Works of Art.


Article 9 – Miscellaneous
a) The Committee must comply with the laws of each country in which its seat is located.
b) The Articles of Association of the Committee are approved by the Executive Committee of ICOMOS and are ratified at the first AGM of ICOMOS after its submission.


Article 10 – The first President
The first President of the Committee is designated by the Executive Committee of the ICOMOS. After the first such period of up to three years following the Constitution of the Committee, the President shall be elected by the members of the International ICOMOS Committee of Conservation and Restoration of Antiquities and Works of Art. In accordance with Article 12 of the ICOMOS Statutes, the President shall be an ex-officio member of the ICOMOS Advisory Committee.




Article 11 - Management
The Committee up to the first elections will be directed by a small Management Group, consist of fiftteen (15) members as follows:
